United Kingdom 'bitterly disappointed' as U.S. trade ruling threatens jobs

The company has been locked in a war of words with Boeing aerospace over Bombardier selling its CSeries passenger jets in the USA market far below their market value - all because, Boeing says, Bombardier enjoys massive government subsidies.

Announcing the regulator's preliminary findings September 26, US Secretary of Commerce Wilbur Ross said "even our closest allies must play by the rules".

Couillard said Tuesday's announcement was not a positive development in U.S.

"Canada strongly disagrees with the anti-dumping and countervailing duty investigations into imports of Canadian large civil aircraft", Canadian Foreign Minister Chrystia Freeland said overnight after the United States announcement late Tuesday.

Bombardier Inc.is expected to double down on its efforts to snag a CSeries order from China after the USA announced hefty duties that threaten to shut it out of the large American market. "Boeing is seeking to use a skewed process to stifle competition and prevent USA airlines and their passengers from benefiting from the C Series".

If the CSeries deal is dead, it could hurt the USA economy as well as Bombardier - more than half of the jet proponents are made by US -based companies and the manufacturing of the parts supports 22,000 jobs in 17 states.

Quebec Premier Philippe Couillard, whose government invested $1 billion for a 49.5 per cent stake in the CSeries line previous year, blasted the ruling before urging the feds to take a harder line with Boeing.

The duties - which are expected to be applied in 2018 when Delta Airlines will receive the first of 75 CSeries jetliners it ordered - would also have a negative impact on the current renegotiation of the North American Free Trade Agreement (NAFTA), they warned, and called for retaliatory measures.

Boeing's complaint against Bombardier drew a backlash even before Tuesday's decision. As recently as this year, Prime Minister Justin Trudeau gave the Montreal-based firm another $1.5 billion. British Prime Minister Theresa May has discussed the case with Trump. "It is imperative that the British Government works to protect these vital jobs - the imposition of the tariffs could make Bombardier question remaining in Northern Ireland where it has operations in four locations".

Boeing alleged the CS100 price secured by Delta endangers the future of the 737 MAX 7, the smallest version of the MAX family, although the United States manufacturer acknowledges it did not offer the aircraft to meet Delta's requirement for a 100-110-seat aircraft.

Bombardier is now in talks with three Chinese airlines to sell the CSeries, and it's widely hoped that deals will be announced in October when Prime Minister Justin Trudeau visits China. "The U.S. government should reject Boeing's attempt to unfairly tilt the playing field in its favor and to impose an indirect tax on the flying public through unjustified import tariffs".

The Boeing-Bombardier dispute underlines one issue clearly for Canadians.

"These appeal procedures take time, which Bombardier does not have - unless the Canadian and Quebec governments decide to pony up more financial support".
